Mogadishu – Somalia’s Foreign Minister, Ahmed Moalim Fiqi has announced that ambassadors to the country who attended Somaliland’s recent elections without explicitly clarifying their status as representatives to the Federal Government of Somalia have been summoned by the foreign ministry. This unprecedented move marks a significant escalation in the ongoing diplomatic tussle between Mogadishu and Hargeisa, as Somalia seeks to counter any tacit acceptance or recognition of Somaliland’s claims to statehood.
The foreign minister’s statements, which specifically called out the Danish ambassador for allegedly failing to make clear his status as an ambassador to Somalia and accused him of being “embarrassed” to state his position, underscore the growing tension and complexity of the relationship between Somalia and Somaliland. Fiqi’s warning that Somalia will be closely monitoring the statements of foreign embassies regarding the elections in Somaliland, and his insistence that they should all unequivocally acknowledge Somaliland as a region within Somalia, have raised the stakes in the battle for international recognition and legitimacy.
The Controversial MoU
The foreign minister’s diplomatic offensive comes in the wake of the controversial memorandum of understanding (MoU) signed between Somaliland and Ethiopia, which has triggered a sharp deterioration in relations between Mogadishu and Hargeisa. The MoU, which grants Ethiopia sea access in exchange for recognition of Somaliland, has been widely seen as a de facto recognition of Somaliland’s sovereignty by Addis Ababa, and a direct challenge to Somalia’s territorial integrity.
In the months since the MoU was signed, the Federal Government of Somalia has launched a concerted effort to stamp out any tacit acceptance or recognition of Somaliland’s statehood, both within the country and among the international community. This has included a range of diplomatic and political measures, such as the recall of Somalia’s ambassador to Ethiopia.
The summoning of ambassadors who attended Somaliland’s elections without clearly stating their status as representatives to Somalia is the latest and most dramatic manifestation of this effort, and a clear signal of Mogadishu’s determination to defend its sovereignty and territorial integrity at all costs.
