Inside Somali NSA’s diplomatic faux pas: On 27 September, the United Nations Security Council (UNSC) penned a rather direct missive to Somalia’s National Security Advisor (NSA), Hussein Sheikh-Ali, aka Hussein Maalim. In a move that many diplomatic circles deem unusual, the UNSC directed the NSA to first engage with the African Union (AU) before turning to them.

To those well-versed in the intricate nuances of international relations, the message from the UNSC is a glaring red flag. This isn’t merely a redirection—it’s a subtle yet significant reprimand pointing to a breach of protocol. It amplifies concerns over the competence of the NSA. Moreover, it inevitably brings the decision-making processes of the Federal Government of Somalia (FGS) into the spotlight.

Foremost, the UNSC’s response is a testament to the pivotal role the AU plays in Africa’s diplomatic, peace, and security realms. By circumventing the AU and attempting a direct line with the UNSC, the NSA not only sidelined a key regional stakeholder. He also hinted at either a gross oversight or a cavalier attitude toward established diplomatic channels.

Far-reaching implications

This isn’t the first instance where the NSA has seemingly chosen to side-step traditionally held norms. An inside source, familiar with the situation, relayed to the Somali Digest their mounting frustration with the NSA’s pattern of decision-making. “There’s a growing sentiment of weariness with Hussein Maalim. We’ve repeatedly offered counsel, which he’s chosen to disregard. Respect and confidence in his capabilities are dwindling within the international corridors.”

The broader implications of this incident are manifold and far-reaching. Such public corrections dent Somalia’s diplomatic image, potentially making international negotiations and collaborations more arduous in the future. Furthermore, the NSA’s recent decisions are inadvertently raising concerns about his competency in navigating the complex web of global geopolitics. For a nation like Somalia, intricately tied to international partnerships for its peace and security framework, the ramifications of such a lapse can be deeply consequential.

A diplomatic lesson

This episode underscores the significance of understanding and respecting the intricacies of international diplomacy. Competent, informed leadership that can adeptly manoeuvre the global diplomatic arena is paramount. It’s a stark reminder that the road to national progress is lined not just with internal governance. Also, the finesse of external interactions is essential.

As Somalia confronts the ramifications of this public diplomatic lesson, one hopes that such incidents pave the way for introspection and course correction. After all, in the realm of international diplomacy, it’s often the soft power of respect, adherence to protocol, and understanding that yields the most fruitful results.
