Somali President appointed Ali Jeyte to coordinate Ma'awisley

Somali President Hassan Sheikh Mohamud appointed Ali Jeyte Osman to lead the coordination of local fighters against al-Shabaab. While currently abroad, the President has appointed the former Hiran governor to a new role. Ali Jeyte will lead and coordinate the Civilian Defense Forces, popularly known as Ma’awisley, in the fight against the Islamist militant group. Jeyte’s new position has been formally established within the President’s Office.

Ali Jeyte is well-known for his active involvement in the fight against al-Shabaab. His experience and dedication to combating terrorism make him the best possible candidate for the new role, which will involve coordinating and overseeing the activities of the Ma’awisley.

President Hassan Sheikh’s decision to appoint Ali Jeyte as the liaison officer reflects the government’s efforts to address regional differences and foster unity between the people of Hiran and Shabelle. At the same time, analysts speculate that by Jeyte’s appointment, Hassan Sheikh aims to dissolve the formation of Hiran State.

Jeyte’s dismissal

Jeyte’s current appointment comes in the context of the recent dispute between the administrations in Beledweyne and Jowhar. HirShabelle’s President, Ali Gudlawe Hussein, dismissed Governor Jeyte from the Hiran governorship in June. As his replacement, Gudlawe appointed Abdullahi Ahmed Moalim ‘Surufow’. Jeyte rejected the dismissal, announced establishing Hiran State, and started issuing his own ‘presidential’ decrees. Although unrecognised by the Federal Government of Somalia (FGS), Jeyte insisted that the Hiran region would not be governed by the HirShabelle administration.

Implications

Only time will tell Hassan Sheikh’s real intentions behind Ali Jeyte’s appointment within the Office of the President. As of now, the appointment suggests the government’s increased efforts towards improving the security and stability of Somalia. These regions have recently seen a significant setback in government operations against al-Shabaab, followed by a conspicuous absence of activity.

By engaging someone with a deep understanding of the local dynamics, such as Ali Jeyte, the President aims to enhance cooperation among the local communities and strengthen the country’s efforts in the fight against al-Shabaab. However, as Jeyte’s power concentrates mainly in the Hiran region, it might prove challenging for him to exert his influence in regions where his clan does not reach, including GalMudug and Middle Shabelle.
