The Somali Ministry of Transport and Civil Aviation has recently issued stringent instructions for notaries in Mogadishu and vehicle owners. The Ministry has warned that car owners must adhere to specific guidelines when transferring ownership of their vehicles.

According to an official letter released by the Ministry, owners are prohibited from transferring ownership of their vehicles unless they follow the vehicle registration law guidelines. The Ministry emphasized that compliance with this law is mandatory for anyone seeking to own various types of cars.
“The ownership of certain vehicle types, as the vehicle registration law stipulates, is conditional upon registration with the Ministry of Transport,” the letter from the Ministry stated.
The primary objective of this directive is to streamline and formalize the process of transferring vehicle ownership. To ensure the strict enforcement of these procedures, the Ministry instructed the security agencies to actively participate in their implementation.
A stern warning
The Ministry has also issued a stern warning. It stated that vehicles that do not undergo the proper transfer procedure will face legal consequences. The whole responsibility will rest on the owner who initiates the sale of the car.
These new guidelines will play a pivotal role in regulating vehicle ownership and transfers, thereby enhancing accountability and transparency of the processes.
