Hargeisa, SOMALIA – The endorsement by the Federal Government of Somalia of a pivotal defense and maritime economy development agreement with Türkiye has sparked a vehement response from the rebel breakaway region of “Somaliland” in northwest Somalia. This development, characterized by Somaliland’s leader, Mr. Muse Bihi Abdi’s contentious declarations, underscores the entrenched tensions and enduring disputes that have long complicated the quest for stability and security in the region.

A Strategic Alliance and Its Regional Ripple Effects

The Somali government’s approval of the agreement with Türkiye, aimed at bolstering defense capabilities and enhancing the blue economy, signals Mogadishu’s efforts to strengthen its sovereignty and economic prospects. This move, however, has not gone unnoticed by Somaliland, a territory that unilaterally declared its independence from Somalia in 1991 but has yet to receive widespread international recognition.

Muse Bihi Abdi’s response to the Somali-Türkiye pact was swift and defiant. Vowing to proceed with an illegal memorandum of understanding granting land to Ethiopia and to continue interfering with Somali airspace, Mr Abdi’s actions underscore a deliberate disregard for the Federal Government of Somalia’s authority. The implications of Mr. Abdi’s remarks are profound. By threatening to disrupt aviation navigation systems, Somaliland poses a significant risk to civil aviation safety—a move that has prompted warnings from the Somali Civil Aviation Authority. This escalation comes in the wake of both houses of the Somali Parliament voting in favor of the defense cooperation and blue economy agreement with Türkiye—a decision that Mr. Abdi has openly criticized, dismissing the efforts of President Hassan Sheikh Mohamud as ineffective. This stark divergence in perspectives highlights the intricate and often fraught relationship between Mogadishu and Hargeisa, raising questions about the path forward in resolving the longstanding rebellion by the latter.
